I made a complaint with cali lifeline administrator and the Better business and was given the permission to switch and that is how it was resolved on 8-23-17

Assurance wireless customer service is a bunch of liars I was given a fake tracking number to go with the fake approvals that customer service on twitter and both customer service numbers said existed , and three times given application ID that were fake (one was a phone number, the other two were numbers that were fake) but the biggest lie was that my application I completed on the internet and telephone were allegedly not able to go through but yet the California lifeline administrator told me that I was pre approved and all this happen 8-21&8-22-17 and i just want someone to be honest with me
